The major purpose of the library is to participate in the educational program by acquiring, making readily available, and assisting in the use of books and other materials needed by its users. The library serves the faculty, staff, and students of Kilgore College and its surrounding community.

Book selection is done in a systematic and comprehensive manner giving priority to those materials that support the curriculum. Consideration is also given to the increased volume of available materials, the cost of those materials, and the costs of acquiring, cataloging, housing, and maintaining those materials. In order to keep the collection alive and useful, an active and continuing program of selection for withdrawal, or weeding, will be maintained.

Faculty members are largely responsible for recommending the acquisition of materials in their subject field. Any member of the faculty or staff may request that an item be added to the collection.

It is the responsibility of students to buy their own copies of assigned textbooks. The library is not expected to provide copies of current textbooks. Watson Library may not compete with the KC Campus Store.

The Randolph C. Watson Library strives to insure that students, faculty, and staff of Kilgore College have the right and means to free and open access to ideas and information fundamental to and constitutionally protected in our democratic society. The Watson Library will protect intellectual freedom, promote literacy, encourage lifelong learning, and provide library materials and information services supporting open access to information. This document defines acceptable use, unacceptable use, and procedures that must be followed.

Computer access is available first to those students doing research or homework. If a student needs to use a computer for academic purposes when all computers are in use, those not involved in academic pursuits will be required to relinquish their workstations.

The Internet, an information resource, enables the Watson Library to provide information not otherwise available within the limitations of its own collection. It allows us access to ideas, information, and commentary from around the world. The Internet is an unregulated medium, making available resources that are significant but designed for a highly diverse user population with highly diverse information needs. While it offers access to a wealth of materials that may be personally, professionally, and culturally enriching to individuals of all ages, it also enables access to some materials that may be erroneous, out-of-date, illegal, offensive, controversial, or sexually explicit.

It is not possible for the Watson Library staff to review and protect users from all such information. Users must, therefore, exercise their responsibility as discriminating information users by questioning the validity and appropriateness of information available through the Internet, just as they question the appropriateness and validity of printed materials for their research purposes.

Users should exercise caution when transmitting personal or sensitive information via the Internet. Network communications occur in an unsecured environment.

Examples include:

  • Social security number
  • Credit card or other financial information
  • Address or telephone number

 

The Watson Library accepts no responsibility for harm caused directly or indirectly by use of the Internet.  For your protection, please remember to logout of the computer when you are finished.

Acceptable Use
Acceptable use includes Internet access supporting instructional, cultural, social and community service programs of Kilgore College. The computer workstations in the Watson Library may be used in support of education or research.

The Bone Learning Center on the second floor of the library contains an open computer lab that may be used for more than just research purposes.  However, when the lab is scheduled for classes students not enrolled in those classes will need to us computers located elsewhere in the library or on campus.

Unacceptable Use
Unacceptable use includes any activity which is not related to educational or research needs, including:

  • Use of the Internet for political or commercial purposes.
  • Downloading to or installing any file or program on the hard drive of any Library or BLC computer.
  • Any effort to change settings, system performance or programs on any Library computer.
  • Any display of images, sounds or text which could create an atmosphere of discomfort or harassment for others.
  • Violating copyright laws and fair use provisions through inappropriate reproduction or disseminations of copyrighted text, images, or other resources.

Internet Access Procedures
All computers in the library may be monitored by Kilgore College. Students observed violating acceptable use guidelines will be dealt with in a serious and appropriate manner. The student will be instructed to cease the unacceptable activity immediately. If the student does not immediately cease, he/she will be asked to leave the computer workstation. The library staff member in charge will note the student’s name and ID number. The student will be warned that a repeated infraction will result in permanent loss of library computer access. Illegal acts may be subject to prosecution by local, state, and federal authorities.

Both food and drinks are allowed in the library but patrons are expected to clean up after themselves and/or report messes or spills to library staff.

Due to space and monetary limitations, the Randolph C. Watson Library must consider each addition to the collection with extreme care. Every item is evaluated according to the needs of the faculty and students, as well as the cost of obtaining, cataloging, classifying and processing the materials.

Gift items are appreciated, but with the considerations mentioned above, it makes it impossible for the library to accept all donations. Generally, gifts are accepted when they add strength to the collection and impose no significant limitations on housing, handling, or disposition of multiple copies, damaged, or undesirable items. The library will accept gift material under the following conditions:

  • The library accepts only those items that meet the same criteria as purchased material.
  • The donor authorizes the library to use the gift in any manner deemed necessary.
  • Although written acknowledgment of gifts is made, the library does not provide financial appraisal of gifts.
  • Donors must arrange for the delivery of gift to the library.
  • Generally, back issues of magazines and old textbooks will not be accepted.
  • In case of problems arising from the donation, the Library Advisory Committee will rule; otherwise, the donation will be left to the discretion of the acquisitions librarian and ultimately, the library director.
  • We no longer accept donations of KC yearbooks.

Our mission is to provide access to a broad range of informational resources and services that support the mission of Kilgore College. To achieve that goal, it is necessary to manage noise levels in the library. Some patrons prefer quiet study areas and other patrons come to the library for collaboration. Because of this range of needs, we strive to offer a range of environments.

General

  • Noise varies dramatically within the library. If one area is too noisy for your purpose, please try the less noisy areas listed below.
  • Headphones/earbuds may be used if sound from them is not audible to others.
  • Cell phones: Turned off on second floor and in classroom and computer lab. First floor, set to vibrate and speak softly
  • Near service desks and offices may be noisier than other areas.

 

Noise Level Designations

  • Low Noise Area – Minimal talking, no study groups, cell phones should be off. This applies to the second floor.
  • Medium Noise Area – Low talking, small group studying, cell phone conversations should be kept to a minimum.
  • High Noise Area – Normal speaking voice. However, please be considerate of those around you. If a phone conversation lasts mor than 10 minutes, please take the call outside.
  • Noise levels usually found in Watson Library
  • First floor – Medium Noise
  • Second floor – Low Noise
  • Bone Learning Center Computer Lab- Low Noise

 

When people exceed reasonable noise levels for that area, they will be asked to cease or leave. If they continue to make excessive noise and refuse to leave, the police will be called.

Personal books or other materials may be placed on reserve. Personal items will be processed according to reserve procedures and will be marked to identify them as reserve materials. The library will not assume responsibility for replacing worn, damaged, or missing items.

In order to comply with copyright regulations, the following policies will be enforced.

  • All articles will be stamped with a copyright notice along with any information the library deems necessary for organization purposes. Materials may be placed on reserve for the current semester only. A new copy of the article must be submitted each semester the article is needed. If the faculty member sends an article that has been previously marked by the library with the copyright notice, it will be returned to the faculty member.
  • Only one photocopy of an article may be placed on reserve.

A completed reserve form must accompany each reserve item requested by the faculty member. A reserve request form will be sent to faculty members the last month of the semester for materials to be placed on reserve the following semester. The form may be copied as needed.

Reserve materials will be returned to the library shelves or to the faculty member at the end of the semester.

The library requires at least 48 hours from receipt of the material for processing before it will be available to students. This timeline may be extended during the first two weeks of a semester.
